TerraVolta Resources Secures $225M DOE Award for Texarkana Lithium Facility

TerraVolta Resources (TVRT), a leading U.S. critical minerals exploration and production company, has been selected by the U.S. Department of Energy for a $225 million award negotiation. This funding supports the creation of a billion-dollar lithium production facility in the Texarkana region, spanning Arkansas and Texas.

TerraVolta Resources Selected for DOE Funding

TerraVolta has been chosen under the Bipartisan Infrastructure Law to enhance domestic production of advanced batteries and battery materials. Project Liberty Owl is one of the largest awards for a U.S. critical minerals project.

“We’re in the midst of a manufacturing revival,” said Energy Secretary Jennifer M. Granholm. “By leading in advanced battery manufacturing, we are creating jobs and boosting economic leadership while supporting the clean energy transition.”

Project Liberty Owl Details

The DOE’s funding aids TerraVolta’s plans to design, build, and operate Project Liberty Owl. The facility will produce battery-grade lithium from domestic brine, initially delivering 25,000 tonnes annually, enough for 500,000 electric vehicles.

Earlier this year, a successful supply well validated TerraVolta’s premium resource and industry-leading lithium concentrations.

Comments from Leadership

Jamie Liang, President and CEO, said, “With DOE’s support, we’ll use domestic lithium resources to supply the U.S.’s needs for EVs and consumer products.”

John Raymond, Chairman of EMG and TerraVolta, noted, “Our investment in TerraVolta highlights EMG’s focus on green commodities crucial for decarbonization.”

Impact on Texarkana Region

The facility is set to create over 125 permanent jobs in Texarkana. Lithium produced will help eliminate over 2.2 million tonnes of carbon dioxide emissions annually. Construction begins in 2028, with operations starting in 2029.

Rob Sitterley, CEO of AR-TX Regional Economic Development, said, “TerraVolta’s investment will create jobs and revenue, positioning Texarkana as a tech and environmental sustainability hub.”

Based in Houston, the company is led by Jamie Liang, Ross Tomson, and Nicholas Muscara. EMG, one of the world’s largest private investors in natural resources, recently made a substantial equity investment in TerraVolta.
